The Ministry of Commerce and Industry was established in 1999, and currently under the leadership of Allhaji Iliyasu MUH’D Ajibu as Commissioner and Com. Aliyu Umar Njeke as Permanent Secretary.

List of Agencies under the Ministry include:

  • Taraba State Agency on Small and Medium scale enterprises.
  • Baissa Timber Company Limited, Baissa.
  • NNPC and Capital Oil Kero Direct Scheme.

The following are the functions of the Ministry:

  1. Formulation and implementation of government policies on commerce and industry.
  2. Registration of business and business premises.
  3. Facilitation of the growth of the private sector in the state.
  4. Supervision and or management of government industries and industrial parastatals.
  5. Promotion of the development of industries in the State.
  6. Conducting feasibility studies to determine the viability of industrial projects initiated by government.
  7. Coordination of trade activities in the state.
  8. Compilation and publication of trade directory and dissemination of trade information.
  9. Conducting research on market activities and market survey.
  10. Compilation of trade statistics.
  11. Checking trade malpractices, in conjunction with consumer protection council.
  12. Organising state participation in trade fairs, exhibition and trade missions.
  13. Liaising with federal ministry of industry, trade and investment of matters relating to trade. Business legislation, bi-lateral and multi-lateral trade associations and agreements.

The achievements of the Ministry are as follows:

  1. Incorporation of Taraba Sugar Company LTD, Lau.
  2. Construction of Jalingo Main Market.
  3. Construction off Jalingo trade fair complex.
  4. Participation in the international trade fairs in Kaduna, Abuja and Kano.
  5. Participation and hosting of the north-east joined domestic trade in the year 2000.
  6. Participation in a trade mission in China in April, 2014.
  7. Participation in the northern states investment forum organised by Nigerian Embassy in Washington and the US Embassy in Abuja.
  8. Yearly participation in the National Council on industry, trade and investment meetings.
  9. Participation in doing Business in Nigeria survey: Right of reply session organised by World Bank and IFC.
  10. Facilitated the implementation of the NNPC/Capital oil Kero direct scheme in the state.
  11. Facilitation of the monitoring of sales and distribution of petroleum product in the state.
  12. Acquisition of a proposed industry lay-out at Tashan Nyamu village, Ardo-Kola LGA.
  13. Creation of awareness on export business through the state export promotion committee in collaboration with Nigeria export promotion council.

The Secretary

Mr Sallau Yusuf Suleiman is the acting Secretary and the Director, Administration in the Ministry. He was born on 14th Nov. 1962 and hails from Lau Local Government Area. He is married with Three (3) children.

He began his educational career at Lau Primary School from 1970 – 1976. He completed his Secondary Education at Government Secondary School, Zing from 1976 – 1981 and proceeded to Bayero University, Kano from 1988 – 1992.

Mr Sallau attended a workshop on Administrative Procedure on the 2nd August 2007.

Director – Industry

Mr Mba’apu Dauda Ruatwen, the Director, Industry in the Ministry was born on 20th January 1959. He hails from Ussa Local Government Area and is married with Eight (8) children.

Mr Mba’apu started his educational pursuit at Local Education Authority Primary School, Fillyu from 1966 – 1972. He completed his Secondary education in Takum from 1975 – 1980 and proceeded to the University of Maiduguri from 1981 – 1986 where he bagged his B.Sc in Economics.

Workshops attended:

Mr Mba’apu has attended several Professional workshops some of which are listed below;

  1. Project feasibility study and Appraisal on 1992.
  2. Programme formulation and Project feasibility study in 1990.
  3. Monitoring and Evaluation in 1990.
  4. Credit Mobilisation and Debt Recovery in 1998.

He enjoys hunting and watching of traditional dances.


Director – Planning, Research and Statistics

Mrs Halimatu H. Zubairu, the Director, Planning, Research and Statistics in the Ministry was born on 15th June 1964. She hails from Sardauna Local Government Area and is a widow with Seven (7) children.

Mrs Halimatu began her educational career at Kabri Primary School from 1971 – 1977 and furthered at Government Secondary School, Gombi, Adamawa state from 1977 – 1982. She proceeded to the University of Maiduguri from 1982 – 1987 and completed her Masters at Bayero University, Kano from 1992 – 1995.

Workshops attended by Mrs Halimatu include;

  1. Gender Awareness, Ahmadu Bello University, Zaria on 22nd June 1996.
  2. Drafting Proposal, Royal Trop, Kano on 23rd June 1997.
  3. Skill Development on Data Collection, National Population Commission (NPC), Yola on 12th 1998.
  4. Record and Office Management, Budu Farm Resort, Lagos on 15th August 1998.
  5. Transitional Monitoring, Maiduguri International Hotel on 22nd 1999.
  6. A 5-days Leadership Training, Ajah- Lagos on 24th March 2003.

She enjoys farming and reading.


Director – Finance and Supply

Mr Usman Muhammad Datti, the Director, Finance and Supply in the Ministry was born on 1st Oct. 1960 and hails from Yorro Local Government Area. He is married with Eleven (11) children.

Mr Usman began his Primary School education at Pantisawa Primary School from 1966 – 1972. He completed his Secondary School education at Government Secondary School, Jalingo from 1977 – 1982 and proceeded to Staff Development Institute from 1988 – 1989. He later attended the University of Maiduguri and Ahmadu Bello University, Zaria from 1992 – 1994 and 2000 – 2002 respectively.

Workshops Attended

Mr Usman has attended a few professional workshops that have enhanced his performance and skills at work. Some of these workshops include;

  1. A 3-day Management Skill Development Training, 25th April 2001.
  2. A 3-day workshop in Accounting Principles and Practices for Effective Resource Management, 17th May 2004.
  3. National Sensitization workshop on Accounting Principles – 13th 2008.
  4. Work ethics and Productivity Improvement workshop – 26th July to 5th 2011.

He enjoys reading, playing basketball and table tennis.


Director – Commerce

The Director of Commerce in the Ministry, Mr Hassan Umar Bambur was born on 11th March 1957. He hails from Karim-Lamido Local Government Area and is married with Three (3) children.

He started his educational career at the Transferred Primary School, Bambur from 1963 – 1970. He completed his post-primary education at Katagum Government Secondary School, Azare, Bauchi from 1973 – 1977 and proceeded to Ramat Polytechnic, Maiduguri from 1980 – 1982. He continued at the Kaduna state Polytechnic from 1991 – 1993.

Awards received

Mr Hassan has an Award of Appreciation at the 1st Taraba state Commercial and Industrial Development Trade fair on 8th March – 19th March 2005.
